Yury Boyko, Ukraine’s minister of fuel and energy told OILMARKET about the plans during the conference ENERGY SECURITY AND INVESTMENTS IN THE BLACK SEA REGION: THE ROLE OF MULTILATERAL COOPERATION held today in Odessa city hall.
Boyko added that the project would have positive impact on Ukraine’s energy security and would ensure closer cooperation between Ukraine, EU and Russia, as well as partnership of Ukraine with other natural gas supplying nations. The possibility of a 10mn to 15mn t/yr LNG terminal construction has been already discussed at the conference OIL REFINING, TRANSIT AND TRADING IN CIS AND BALTIC STATES that was held in Odessa in June by OILMARKET with the support of Ukraine’s ministry of fuel and energy. On the order of the ministry, Ukraine’s engineering company Neftegazstroyinformatika has developed a concept of LNG deliveries to the country with the key objective of achieving a higher level of energy security of Ukraine. This is to be achieved by means of diversification of sources and routes of natural gas supplies to the country, including efforts towards establishing an access to the world LNG resources. The recent (May 2010) launch of the AGRI (Azerbaijan, Georgia, Romania Interconnection) project came as a booster for the Ukrainian side. The AGRI project carried out by the companies from Azerbaijan, Georgia and Romania with construction of an LNG receiving terminal at the port of Constanta meant for supply of natural gas from Shah Deniz gas field in Azerbaijan (see ÎĚ #8, 2010). The conference in Odessa discussed the modernization of Ukraine’s natural gas transportation system and efficiency of projects for development of the energy security system in the region in whole. The list of the conference participants included Günther Ettinger, EU Commissioner for Energy; Andre Mernye, Energy Charter Secretary General, and a number of other top-ranking managers from EU and the states of the Black Sea region. |
